Costa Rica moves its international sea cargo through the Limón-Moín complex on the Caribbean and Caldera on the Pacific. The Moín Container Terminal receives large vessels, and Juan Santamaría Airport is the main exit for air exports.

Free zones and special regimes

The Free Zone regime (Law 7210) is administered by PROCOMER and offers incentives to companies investing in the country; companies under the regime manage their goods movements with customs through PROCOMER's VUCE.

Good to know

  • Since September 1, 2025, the Ministry of Finance only accepts electronic tax documents in version 4.4.
  • Customs operations are processed in the TICA system; the Hacienda Digital program is developing the ATENA system that will replace it.
  • PROCOMER's Foreign Trade Single Window (VUCE) centralizes import and export permits and procedures.
