Paraguay

Paraguay is landlocked: its waterborne trade moves along the Paraguay-Paraná waterway to the ports of Buenos Aires and Montevideo, where it connects with ocean routes. Private river ports in Villeta, Asunción and Mariano Roque Alonso handle most container operations.

Free zones and special regimes

Paraguay offers free zones under Law 523/95, with a single 0.5% tax on sales to third countries, and the maquila regime of Law 1064/97 for processing temporarily imported inputs for re-export.

Good to know

  • DNIT, created by Law 7143/2023, merged the former National Customs Directorate and the Undersecretariat of State for Taxation.
  • Villeta, about 40 km south of Asunción, allows year-round navigation without depending on river levels or dredging.
  • Electronic invoices are issued through SIFEN, and DNIT is adding new groups of mandatory taxpayers in phases.
