Free zones and special regimes

The Organic Law on Economic Efficiency and Employment Generation amended the COPCI and created a new free zone regime that includes commercial and logistics operations; former Special Economic Development Zones (ZEDE) could migrate to this regime.

Good to know

  • Foreign trade procedures (import, export, transit and special regimes) are carried out in ECUAPASS, SENAE's customs system.
  • All taxpayers except popular businesses must issue SRI electronic tax documents, under the offline scheme and within a maximum of 72 hours.
  • Quito airport moved about 407,000 tonnes of cargo in 2025.
